The RFP (announced ~8 Sep) plus a $1M carbon-capture research pledge aim to blunt local protests and lawsuits; the site is ~26% complete. Primary power remains up to 2.45 GW of Bloom Energy fuel cells still running on natural gas — the renewables would be off-site ‘matching’ toward a 2030/2031 carbon-free claim, not direct on-site power.
